Mexico City Mayor Clara Brugada on Wednesday unveiled “Bando 1: Por una ciudad habitable y asequible”, a 14-point programme designed to curb gentrification that has fueled sharp rent increases and street protests in the Mexican capital. Under the plan, landlords will be barred from raising residential rents by more than the annual inflation rate and the city will create an index of reasonable rental prices to monitor neighbourhoods under heavy real-estate pressure. Brugada also pledged to send a draft Fair Rents Law to the local congress, tighten oversight of short-term rental platforms such as Airbnb, and establish a Defensoría de Derechos Inquilinarios to offer legal support to tenants facing eviction or abusive contracts. The package commits more than 600 million pesos (about US$32 million) to a Public Rental Housing programme that aims to add 20,000 affordable units during Brugada’s six-year term. Monthly rents would start at roughly 3,000 pesos for low-income households and be capped at 30 % of each family’s earnings, with priority given to youths, single mothers and older residents. Brugada’s announcement follows a 4 July march in the Roma and Condesa districts where demonstrators blamed an influx of foreign remote workers for pricing out long-time residents. City data show rents in some central neighbourhoods have doubled over the past year, while the existing stock of 2.7 million dwellings is insufficient for demand. The government plans consultations with community groups before sending detailed legislation to the city’s legislature.
