Mexico’s President Claudia Sheinbaum said on Tuesday that text for a new bilateral security accord with the United States is complete, though the two sides have yet to fix a signing date. The pact is designed to intensify intelligence sharing and joint operations against drug cartels, restrict precursor chemicals for fentanyl and curb the cross-border flow of weapons. The agreement has already influenced trade policy. U.S. President Donald Trump last week granted Mexico a 90-day reprieve from a planned tariff increase, maintaining a 25% levy on goods that fall outside the nations’ free-trade deal while talks proceed. Washington has indicated that successful cooperation on narcotics and border security could clear the way for broader negotiations on steel, tomatoes and other commercial frictions. The Wall Street Journal reported that cartel activity—including the July escape of alleged fentanyl kingpin Zhi Dong Zhang—could jeopardize the accord and has prompted U.S. officials to warn they may act unilaterally if Mexico’s efforts lag. Sheinbaum rejected the claim, insisting that “the agreements are not at risk” and that coordination with Washington remains “permanent.” Her government says it has deployed about 10,000 soldiers along the frontier, extradited 29 cartel leaders to the United States and dismantled more than 1,000 synthetic-drug laboratories this year. U.S. Secretary of State Marco Rubio told lawmakers in May that Mexico has been “very responsive,” underscoring a thaw in relations after weeks of tariff threats from the White House.
