The U.S. House Appropriations Committee has inserted language into its draft 2026 National Security, Department of State and Related Programs Appropriations bill that would freeze all U.S. contributions to the United Nations until the world body provides the State Department with the full findings of its internal investigation into alleged participation by United Nations Relief and Works Agency employees in the Oct. 7, 2024 attacks against Israel. Under the proposal, funding for the U.N. Secretariat—and by extension agencies such as UNRWA—would remain suspended until the report is delivered and any implicated staff members are suspended. The move follows bipartisan concern on Capitol Hill about the integrity of UNRWA’s operations and echoes calls by senior Republicans, including Donald Trump’s nominee for U.N. ambassador, to dismantle or defund the agency altogether. The committee is expected to debate the measure in the coming days as part of wider negotiations over fiscal-year 2026 foreign-affairs spending. The United States traditionally provides roughly $4 billion a year to the U.N. system, giving lawmakers significant leverage as they press for greater accountability over the Gaza-based relief agency.
