Ukraine has drafted a plan to buy about $100 billion of American weapons, with the bill to be financed by European partners, according to a document cited by the Financial Times. Kyiv aims to use the large-scale purchase as leverage to obtain formal U.S. security guarantees once a peace settlement with Russia is reached. The proposals, prepared ahead of President Volodymyr Zelenskyy’s meeting with President Donald Trump at the White House, also envisage a separate $50 billion partnership for joint production of drones with U.S. companies. The arms list is not final, but Ukraine has previously signaled interest in at least 10 Patriot air-defense systems and other missile batteries. Funding the order through Europe dovetails with Trump’s insistence that Washington sell rather than grant military aid—he told reporters, “We’re not giving anything, we’re selling weapons.” In return, Kyiv seeks binding American commitments to deter future Russian aggression once fighting stops. The document stresses that Ukraine will not accept territorial concessions and regards a cease-fire as the first step toward a comprehensive accord with Moscow. European leaders who joined the Washington talks backed Kyiv’s push for a cease-fire and said they would coordinate additional security support.
