June 2025 was the deadliest month for civilians in Ukraine since Russia launched its full-scale invasion three years ago, the UN Human Rights Monitoring Mission in Ukraine said in a report released on 10 July. The mission documented at least 1,575 civilian casualties during the month, including 232 people killed and 1,343 injured—a 54 percent jump from June 2024 and the highest monthly total in that period. Long-range missile and loitering-munition attacks on urban areas accounted for 53 percent of the casualties. UN investigators attributed the surge to a more than ten-fold increase in missiles and drones fired by Russian forces compared with a year earlier. Casualties were recorded in 16 regions, with 98 percent occurring in territory controlled by Kyiv, including repeated strikes on the cities of Kyiv, Dnipro and Kharkiv. The report also logged 20 attacks on energy facilities—13 in government-held areas and seven in Russian-occupied territory—causing widespread power outages, notably in Kherson. Since the invasion began in February 2022, the UN has verified over 13,500 civilian deaths, while cautioning that the actual toll is likely significantly higher.
