Ukrainian President Volodymyr Zelenskiy said the blueprint for international security guarantees that would underpin a post-war Ukraine should be completed within the next few days, after earlier forecasting a seven-to-ten-day timetable when he met U.S. President Donald Trump and European leaders in Washington on 18 August. Zelenskiy told reporters that teams from Ukraine, the United States and Europe are finalising the architecture of the plan. NATO Secretary General Mark Rutte said the emerging agreement will have two layers: one focused on strengthening Ukraine’s armed forces and another detailing long-term assurances from the United States and European allies aimed at deterring any renewed Russian aggression. The Ukrainian leader added that the drafts being circulated include a U.S. military support package valued at about $90 billion, covering aircraft, air-defence systems and other equipment, and a commitment that the United States would purchase Ukrainian-made drones once export channels reopen. "All the developments will be ready in the coming days," Zelenskiy said in a 23 August statement after a phone call with Dutch Prime Minister Dick Schoof. The accelerated work on guarantees comes as the war with Russia enters its fourth year and Ukraine marks the 34th anniversary of its independence on 24 August. While a comprehensive peace deal remains elusive, Zelenskiy said the forthcoming framework is intended to ensure Ukraine’s long-term security and create conditions for credible negotiations with Moscow.
