Azerbaijan’s President Ilham Aliyev has ordered AZN-equivalent funding of about $2 million from the 2025 state-budget reserve to finance humanitarian assistance for Ukraine. The money, channelled through the Ministry of Energy, will be used to purchase Azerbaijani-made electrical equipment before shipment to Ukraine, according to the presidential decree published on 11 August. The Azerbaijani contribution coincides with a separate move by the European Commission, which said it has transferred €1.6 billion to Kyiv from the interest accrued on frozen Russian sovereign assets. Both measures aim to bolster Ukraine’s energy infrastructure and broader war effort amid continuing Russian attacks on the country’s power grid.
