Bharat Rashtra Samithi leader and Telangana Jagruthi president K. Kavitha said the party will organise a statewide “Rail Roko” on 17 July to press for immediate implementation of the Telangana Backward Classes Reservation Bills, which raise the quota for Other Backward Classes to 42 percent in education, public employment and local bodies. The two bills were adopted by the Telangana Legislative Assembly and Council on 17 March but require Presidential assent because they push total reservations beyond the Supreme Court’s 50 percent cap. Kavitha accused the Congress-led state government of stalling the measure and asked Prime Minister Narendra Modi and the BJP-led Union government to expedite clearance, noting that local body elections are approaching. Invoking the “Tamil Nadu model,” Kavitha urged that, once approved, the legislation be placed in the Constitution’s Ninth Schedule to shield it from judicial review. She warned that protests would intensify if the Centre does not act before the July deadline.
