Mexican authorities have dismantled several major criminal networks involved in the theft and illicit commercialization of hydrocarbons, known locally as "huachicol." A high-profile operation led by Omar García Harfuch, head of the Secretariat of Security and Citizen Protection (SSPC), resulted in the arrest of 32 individuals across multiple states including Mexico City (CDMX), State of Mexico (Edomex), Querétaro, Hidalgo, and Coahuila. Among those detained, five were identified as priority targets. The crackdown followed over six months of intensive investigation and involved coordinated efforts from the Security Cabinet, the Federal Attorney General's Office (FGR), Pemex, the National Guard, and other federal and state agencies. Authorities seized 12 properties, 20 tanker trucks, 7 pumps, tractor-trailers, containers, exotic animals, firearms, ammunition, and cash amounting to 16 million Mexican pesos. The operation recovered more than 1.9 million liters of stolen fuel initially, with a subsequent historic seizure of over 15 million liters of illicit hydrocarbons in Coahuila alone, contained in 129 carrotanques (tank trucks) during raids in Ramos Arizpe and Saltillo. Additionally, the FGR conducted a separate operation in Veracruz, confiscating 933,000 liters of crude oil along with 64 vehicles, including motorcycles and heavy machinery. These efforts represent the largest hydrocarbon seizures since the administration of President Claudia Sheinbaum began, surpassing quantities confiscated during the previous government. Sheinbaum has emphasized that investigations into fuel theft are ongoing at all levels, with no protection offered to any individuals involved. Meanwhile, Sheinbaum has publicly criticized the United States government for negotiating a plea agreement with Ovidio Guzmán, son of Joaquín "El Chapo" Guzmán, questioning the coherence of U.S. policies that label criminal organizations as terrorists while engaging in negotiations with their members.
