More than 100 international aid organisations—including Oxfam, Doctors Without Borders, CARE and Plan International—warned on Thursday that new Israeli regulations have effectively halted their ability to deliver assistance to Gaza. In a joint letter dated 14 August, the groups said none of their trucks have been permitted to enter the territory since 2 March and that at least 60 formal requests were rejected in July alone. They accused Israel of “weaponising starvation” by turning humanitarian access into a bargaining chip while famine conditions spread. The organisations cited millions of dollars in stalled supplies: Anera reported US$7 million in goods, including 744 tonnes of rice—enough for six million meals—blocked in the Israeli port of Ashdod, while CARE and Oxfam said US$1.5 million and US$2.5 million in medical and food shipments, respectively, remain stranded. The letter links the logjam to registration rules introduced by Israel in March that require aid groups to submit donor lists and the personal details of Palestinian staff, criteria they call vague, politicised and dangerous. Israel’s Coordination of Government Activities in the Territories (COGAT) rejected the allegations, saying 380 trucks entered Gaza on 13 August and that six countries airdropped 119 food packages the following day. COGAT argued that delays occur only when organisations refuse to meet security vetting designed to keep aid from Hamas. Humanitarian agencies counter that the volume allowed, far below the 600 trucks per day they previously delivered, is inadequate as Gaza’s Health Ministry now attributes 239 deaths, including 106 children, to malnutrition. The signatories urged foreign governments and donors to press Israel to lift bureaucratic barriers and reopen all border crossings “immediately and unconditionally”. Several warned they may be forced to suspend operations across Gaza and the West Bank within two months if the rules remain, potentially deepening the enclave’s worsening food and medicine shortages.
