UNRWA Commissioner-General Philippe Lazzarini warned delegates at the agency’s Advisory Commission on 26 June that Palestinians face a concerted “project to separate Palestinians from Palestine.” He said Gaza’s population is being starved and corralled into “ghetto-like hubs,” while annexation advances in the occupied West Bank. Lazzarini added that attacks on his organisation threaten the future of the two-state framework and that UNRWA will be forced to take “unprecedented decisions” unless a US$200 million funding gap for 2025 is closed. Lazzarini singled out a new, US-backed aid mechanism run by the Gaza Humanitarian Foundation (GHF), calling it an “abomination that costs lives” and undermines the United Nations-led relief system. A UNRWA communications official told CBS that the current distribution model in Gaza is degrading and must be replaced by unrestricted humanitarian access. His remarks were followed on 2 July by an Associated Press investigation alleging that American security contractors hired by UG Solutions to guard GHF distribution sites routinely fired live ammunition, stun grenades and pepper spray at hungry Palestinians. Internal reports cited by AP recorded injuries during 31 percent of distributions in June, and video reviewed by the agency showed contractors cheering after shots were fired. The contractors also said cameras at the sites feed real-time footage, some equipped with facial-recognition software, to analysts alongside Israeli soldiers, giving the army an intelligence stream on aid seekers. Safe Reach Solutions, the GHF logistics subcontractor, denied any serious injuries and said gunfire was limited to warning shots. GHF insists its team comprises seasoned humanitarian and security professionals and notes that Washington recently pledged US$30 million toward its operations. The Israeli military says it does not station troops inside the aid centres. Humanitarian conditions continue to deteriorate. OCHA reported that the main water distribution hub in Khan Younis is now inaccessible after a displacement order, while Gaza’s health ministry puts total war deaths above 56,000. Lazzarini urged donor governments to resume support for UNRWA and press for a political solution, warning that without immediate action “long-established parameters for peace” could permanently unravel.
