President Donald Trump said European allies would shoulder “a lot of the burden” in providing security guarantees for Ukraine, with the United States coordinating and potentially joining the effort. Speaking at the White House on 18 August after talks with Ukrainian President Volodymyr Zelenskyy and several European leaders, Trump described the emerging arrangement as an “Article 5-like” pledge intended to deter further Russian aggression. French President Emmanuel Macron and other participants indicated the guarantees could combine a strengthened Ukrainian army with “reassurance forces” from Britain, France, Germany, Turkey and others operating on land, sea and air. Zelenskyy said the package—expected to include large purchases of U.S. weapons financed mainly by Europe—could be put on paper within a week to ten days. Details of any U.S. troop presence or long-term financing remain unclear and face scrutiny on Capitol Hill, where lawmakers across parties are wary of open-ended security commitments.
