The investigation has led to the detention of four individuals, including a current People's Deputy of Ukraine, heads of district and city military-civil administrations, and servicemen from the National Guard. President Volodymyr Zelenskyy confirmed that bribery was involved in local defense procurement of EW and first-person view (FPV) drone equipment, implicating members of parliament, National Guard personnel, and civil servants. The probe comes amid Ukraine's strategic emphasis on drone technology for defense, including a layered UAV defense system along a 1,000-kilometer frontline, which played a role in halting a major Russian offensive in 2024. Ukraine is increasingly relying on interceptor drones as a low-cost air defense shield, with Zelenskyy announcing a $6 billion funding request to produce 1,000 interceptor drones daily. Meanwhile, Russia has enhanced the quantity and quality of its drones, upgrading systems to counter jamming efforts. Additionally, Ukraine's Chief of Staff reported discovering Indian components in Russian drones. Separately, Ukraine faces troop shortages and public backlash against draft raids, with over 500 obstruction cases opened in the first half of 2025 and incidents of resistance in various cities.
