Republican lawmakers led by Representative Mark Harris of North Carolina and Senator Marsha Blackburn of Tennessee are set to introduce legislation on Wednesday that would revoke the federal charter of the National Education Association, the country’s largest teachers union. The proposed National Education Association Charter Repeal Act is being filed simultaneously in the House and Senate and has drawn support from several conservative lawmakers, including Representatives Mary Miller and Ralph Norman. Congress granted the NEA its charter in 1906, making it the only labor union with such federal recognition. The organization now represents roughly three million educators nationwide. While the charter does not direct federal funds to the union, sponsors of the bill say it confers prestige and certain property benefits that should be withdrawn. Harris and Blackburn argue the NEA has become a partisan advocacy group, citing convention resolutions attacking former President Donald Trump and an OpenSecrets analysis showing that more than 98% of the union’s recent political contributions went to Democratic candidates. "It’s time to remove Congress’s seal of approval," Harris said in remarks previewing the bill. If enacted, the measure would strip the NEA of its federal status but would not affect members’ dues or collective-bargaining rights. Similar repeal efforts in 2022 stalled in committee, and the new proposal faces uncertain prospects in the Democratic-controlled Senate. The NEA has not yet issued a public response.
