European Union foreign-policy chief Kaja Kallas said she welcomes President Donald Trump’s readiness to ship additional U.S. weapons, including Patriot air-defence systems, to Ukraine but insisted Washington contribute financially to the effort. “If you promise to provide weapons but say someone else will pay for them, then it’s not really you who’s providing them, is it?” Kallas told reporters after a meeting of EU foreign ministers on 15 July. Trump announced a plan on 14 July to move “billions of dollars” in American arms to Kyiv through a NATO procurement scheme under which European governments would foot most of the bill.
