Mexico’s federal government has launched two major development programmes aimed at narrowing regional gaps and spurring industrial investment. On 26 June President Claudia Sheinbaum, flanked by Economy Secretary Marcelo Ebrard and 14 state governors, announced the creation of 15 Polos de Desarrollo Económico para el Bienestar across 14 states. The industrial clusters are expected to attract investment worth about 1.5 percent of gross domestic product and create roughly 300,000 jobs. Companies locating in the poles will be allowed to deduct 100 percent of new fixed-asset spending immediately and claim an additional 25 percent deduction on research and development outlays. Sheinbaum also pledged “zero red tape” for federal, state and municipal permits. The poles will target sectors such as agro-industry, aerospace, automotive, electronics, semiconductors and petrochemicals. Preliminary site selections include Tuxpan in Veracruz, industrial corridors in the State of Mexico and logistics hubs in Sonora and Chihuahua. Each state signed a letter of intent with the federal government to fast-track land preparation, basic services and housing for workers. A week later, on 2 July, Sheinbaum and State of Mexico Governor Delfina Gómez detailed the Plan Integral Oriente, a parallel initiative focused on 10 densely populated municipalities east of Mexico City—among them Ecatepec, Nezahualcóyotl and Ixtapaluca. The six-year programme earmarks 75.8 billion pesos for 121 projects ranging from hospital construction and school expansion to the extension of the Trolebús and Mexibús systems, 20 new bridges and 1,000 kilometres of safe pedestrian corridors. Water agency Conagua will spend 9 billion pesos on potable-water and drainage works, while the Mexican Social Security Institute plans 12.4 billion pesos for four new hospitals and upgrades to 17 existing facilities. Combined, the national Polos de Bienestar and the Edomex-specific Plan Integral Oriente form the backbone of Sheinbaum’s early economic agenda, which seeks to blend export-oriented manufacturing with large-scale social and infrastructure spending to address long-standing regional disparities.
