U.S. Secretary of State Marco Rubio said weekend talks between President Donald Trump and Russian President Vladimir Putin in Anchorage produced “enough movement” to justify bringing Ukrainian President Volodymyr Zelenskyy and several European leaders to Washington on Monday. Speaking on multiple Sunday programs, Rubio cautioned that the parties are “a long way” from a settlement but described the progress as the most significant since the war began three-and-a-half years ago. Rubio reiterated that Washington is seeking a comprehensive peace agreement rather than a temporary cease-fire. “The only way to end this war is for each side to get something and each side to give something,” he said, adding that further U.S. sanctions on Moscow remain on the table but would be used only if negotiations collapse, because imposing them now could freeze diplomacy. Steve Witkoff, the president’s special envoy to Russia, told CNN that Moscow had offered “some concessions” on five contested regions — Donetsk, Luhansk, Kherson, Zaporizhzhia and Crimea — during the Alaska meeting. He also said Putin accepted the idea that the United States could extend Article 5-style security guarantees to Ukraine, calling the shift “game-changing,” although details and any land-swap proposals will be left for subsequent talks. Zelenskyy, who remains publicly skeptical of Russian intentions, is expected at the White House on Monday alongside French President Emmanuel Macron, German Chancellor Friedrich Merz and other leaders. European officials say they will press to maintain pressure on Russia through existing sanctions while exploring security guarantees for Kyiv. Rubio acknowledged that no peace deal can be struck without direct agreement from both Moscow and Kyiv, and warned that absent further progress, the United States and its allies are prepared to tighten economic measures against the Kremlin.
