
President Donald Trump on Tuesday ruled out sending US ground troops to Ukraine, telling Fox News viewers, “You have my assurance, and I’m president.” The comment came a day after Trump hosted Ukrainian President Volodymyr Zelenskyy and several European leaders at the White House to explore a pathway to end Russia’s three-and-a-half-year war. White House press secretary Karoline Leavitt said the United States “can certainly help in coordination and perhaps provide other means of security guarantees,” but that American soldiers will not deploy to Ukrainian soil. Trump added that Washington could offer air support while European allies—including France, Germany and the UK—are prepared to place troops on the ground as part of any post-war assurance regime. According to officials cited by Reuters and ABC News, Trump has directed his national-security team to draft a framework for the guarantees in concert with European capitals; NATO military chiefs will confer by video on Wednesday. Budapest is being considered as the venue for a prospective three-way summit among Trump, Russian President Vladimir Putin and Zelenskyy. In the Fox interview, Trump reiterated that Ukraine’s long-held ambitions to join NATO and to regain Crimea are “impossible” under the terms he is trying to negotiate, underscoring that the proposed security architecture would sit outside the alliance. European leaders, meanwhile, are weighing additional sanctions on Moscow to keep pressure on the Kremlin as diplomatic efforts intensify.
