British Prime Minister Keir Starmer and French President Emmanuel Macron urged fresh sanctions on Russia and convened a virtual meeting of the 32-nation “Coalition of the Willing” aimed at securing a ceasefire in Ukraine. The United States joined the talks for the first time, represented by Special Envoy Keith Kellogg and two senators. Coalition leaders approved the command structure for a multinational reassurance force that could deploy to Ukraine immediately after hostilities stop. A UK- and France-led operational headquarters will open in Paris and rotate to London after one year, while a coordination cell headed by a British major general will be set up in Kyiv once troops are on the ground. The mission is tasked with supporting Ukraine’s land forces, conducting air policing and expanding Black Sea mine-clearing. Starmer and Macron also announced plans to expand the UK-France Combined Joint Expeditionary Force fivefold to about 50,000 personnel and said the two nuclear powers are studying closer coordination of their deterrents. The moves, they said, underline a long-term commitment to European security and to Ukraine’s defence once a ceasefire is reached.
