Iran has asked the United Nations Security Council to designate the United States and Israel as the initiators of the June conflict with Tehran and to hold both countries financially liable for the resulting damage. In a 29 June letter to Secretary-General António Guterres, Foreign Minister Abbas Araghchi said the two nations must provide “payment of compensation and restoration of damages” inflicted during strikes on Iranian territory, including its civilian nuclear facilities. The request follows a 12-day war that began on 13 June with an Israeli strike that killed several senior Iranian officials. U.S. forces later bombed Iran’s Natanz, Isfahan and Fordow nuclear sites. Iranian authorities put their death toll at 627, with more than 5,000 wounded, while Israel reports 28 fatalities and about 1,300 injuries from Iranian retaliation. A cease-fire brokered by Qatar and the United States has held since 24 June, though Tehran alleges repeated Israeli violations. Araghchi told Armenia’s Foreign Minister Ararat Mirzoyan on 1 July that Tehran is “seriously” pursuing its compensation claims in international forums and reserves the right to identify and punish the aggressors. Deputy Foreign Minister Saeed Khatibzadeh has separately said Washington should pay millions of dollars for damage to Iran’s nuclear programme. In a Financial Times opinion article on 8 July, Araghchi argued that Israel’s military action “sabotaged” near-complete back-channel talks with Washington but added that the United States could revive diplomacy by lifting sanctions and engaging in broader economic cooperation. He said Iran remains committed to averting a wider regional war while asserting its legal right to seek reparations.
