European Commission President Ursula von der Leyen, French President Emmanuel Macron, UK Prime Minister Keir Starmer and at least four other European and NATO leaders will accompany Ukrainian President Volodymyr Zelenskyy to the White House on Monday for talks with U.S. President Donald Trump. The meeting, confirmed by multiple governments on Sunday, will follow a bilateral Trump–Zelenskyy session and is intended as a united front while Washington intensifies efforts to broker an end to Russia’s three-and-a-half-year invasion. According to officials briefed on the agenda, the United States is pressing Kyiv to accept a rapid peace arrangement after Trump’s 15 August summit with Russian President Vladimir Putin in Alaska. U.S. envoy Steve Witkoff said Moscow had, for the first time, signalled it could accept an Article 5-like security guarantee for Ukraine in lieu of NATO membership if Kyiv cedes the entire Donetsk region and agrees to freeze other front lines. Secretary of State Marco Rubio told CBS that further sanctions against Russia remain on the table should negotiations stall. European leaders, who were excluded from the Alaska talks, want a cease-fire before any territorial concessions are discussed and are seeking firm U.S. commitments to Ukraine’s long-term defence. German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, Finnish President Alexander Stubb and NATO Secretary-General Mark Rutte are expected to press Trump to clarify the scope of the proposed guarantees and to ensure Kyiv is not compelled to negotiate “under falling bombs,” as Poland’s foreign ministry warned in a statement. A joint communiqué drafted by Britain, France and Germany pledges a European reassurance force for Ukraine once hostilities stop and rejects any change of borders by force.
