In a statement dated 17 July, the ministry said the strikes "deserve the strongest condemnation" and warned that unilateral military action undermines efforts to stabilise the region. Foreign Minister Sergey Lavrov echoed the assessment, calling the raids on Damascus a flagrant infringement of international norms. Russia added that it is "deeply concerned" by what it described as a new wave of violence in Syria and urged all parties to pursue dialogue as "the only path to stabilisation." Moscow remains a key diplomatic and military backer of President Bashar al-Assad, while Israel has conducted repeated strikes against targets it says are linked to Iranian forces and allied militias operating in the country.
